This week Datagrid began building work on its $3.5 billion data centre in Makarewa, north of Invercargill. But the local community continue to express their opposition to the data centre. Last month hundreds of people packed a meeting organised by the Southland Sustainable Resource Coalition and another meeting was held this week. Southland's resistance to the plans of Big Tech represents a significant political turning point. It is a local manifestation of a worldwide reckoning over the true cost of the digital age.


SOUTHLAND'S QUIET plains were never meant to be a battleground in the global fight over artificial intelligence. Yet Makarewa—an otherwise unassuming rural district—has become the site for a $3.5 billion hyperscale data centre that has jolted the region into political consciousness. What looked, on paper, like a sleek 'future-focused'investment has instead exposed the raw fault lines of the digital age: energy inequity, environmental strain, and democratic exclusion. Southland’s resistance is not a parochial dispute. It is part of a worldwide pushback against a new form of capitalist extractivism—one that mines electricity, water, land, and public infrastructure rather than minerals or timber.

The mythology surrounding data centres has long been shaped by the cloud metaphor: weightless, clean, frictionless. But the physical reality is anything but ethereal. Hyperscale facilities are industrial complexes—vast, humming, resource-hungry factories built to process and store unimaginable volumes of data and train AI models for corporations headquartered thousands of kilometres away. The Makarewa site will consume roughly 280 megawatts in its first phase alone, instantly becoming one of New Zealand’s largest electricity users, second only to Tiwai Point. It will draw millions of litres of water for cooling, require dozens of diesel backup generators, and impose permanent noise and infrastructure burdens on the surrounding community.

For locals, the promise of 'innovation' rings hollow when weighed against the costs. Construction will bring a short-lived boom, but once the ribbon is cut, the facility will employ only a handful of permanent staff. The long-term footprint—energy demand, water extraction, noise pollution, and industrialisation of rural land—will remain. Residents are being asked to absorb the risks while the profits flow offshore.

What has inflamed Southlanders even more is the democratic deficit. The initial consents were granted on a 'non-notified basis', meaning the public had no opportunity to scrutinise or challenge the project before it was approved. For many, it felt like their region had been quietly sold out from under them by the Government and Big Tech lobbyists operating behind closed doors. The backlash has been swift: packed community halls, grassroots organising, and the emergence of national networks like The Southland Sustainable Resource Coalition and Stop Data Centres NZ demanding a regulatory pause and proper environmental standards.

This anger is not unique to Southland. Across the world, communities are discovering that hyperscale data centres replicate the same extractive logic as mining, forestry, or oil. In Virginia’s infamous 'Data Centre Alley,' residents endure chronic grid strain, rising electricity bills, and the relentless hum of substations built to serve corporate cloud giants. In the Netherlands, grid operators have refused new data centre connections because the infrastructure is already stretched to breaking point. In Ireland, local councils have pushed back against water-intensive data hubs during drought conditions. In Australia, rural towns are fighting proposals that threaten to overwhelm fragile local grids.

The pattern is unmistakable - Big Tech extracts resources; communities inherit the consequences.

This is the new resource curse of the digital age. Instead of digging minerals from the ground, hyperscale centres siphon off electricity and water—public goods that underpin everyday life. Instead of tailings ponds, they leave behind permanent industrial footprints and heightened grid vulnerability. Instead of royalties, they offer a handful of jobs and vague promises of 'regional prosperity.' The profits, meanwhile, flow offshore, fuelling global AI development that has little to do with the wellbeing of Makarewa or Invercargill or New Zealand.

Southland’s resistance marks a political turning point. The local community is asking hard questions: Why should local households face higher power prices so multinational companies can train AI models? Why should rural landscapes be industrialised for facilities that create almost no long-term employment? Why should democratic processes be bypassed to fast-track projects that reshape entire regions?

By reframing hyperscale data centres as a form of extractive capitalism, Southlanders have punctured the narrative that these facilities are clean, benign, or inevitable. They have exposed the asymmetry at the heart of the digital economy: the benefits are global and corporate; the burdens are local and public.

This fight is not just about Makarewa. It is about who controls the future of New Zealand’s energy system, water resources, and rural landscapes. It is about whether democratic oversight can keep pace with the speed and scale of Big Tech expansion. And it is about whether communities retain the right to say no—to insist that public interest outweighs corporate ambition.

Southlanders are asserting something profoundly important: the future of technology must be shaped by democratic consent, ecological limits, and community wellbeing—not by the extractive imperatives of the world’s largest tech corporations.
